Symptoms

On : 12.2.1.4.0 version, Fabric

Customer has run a SOA upgrade from 12.2.1.3 to 12.2.1.4 and upgrade completed successfully with no errors but during the start of managed server where SOA components are installed, the SOAINFRA errors out with below message.
