Symptoms
The following error is being encountered as soon as Oracle Reports Builder opens. The error is not preventing any reports from being opened or compiled during the session.

Steps to reproduce:
1. Log on to the Windows server.
2. Go to $DOMAIN_HOME\reports\bin.
3. Run rwbuilder.bat
