How to Redirect to a Custom Page when the Webgate Cannot Contact the OAM Server (Doc ID 2899377.1)

When the OAM servers are down and the user is trying to accessing a resource that is protected by OAM , OHS returns a 200 message with the following contents because the Webgate cannot connect to any OAM servers. 

Oracle Access Manager Operation Error
The WebGate plug-in is unable to contact any Access Servers.
Contact your website administrator to remedy this problem.

Is there a way to redirect to a custom error page instead of this default error message?
