Node Manager Automatic Restart Properties Such RestartMax RestartInterval and RestartDelaySeconds in startup.properties for Managed Server Seems not Being Honored (Doc ID 2899402.1)

Symptoms

According to "Restart Administration and Managed Servers Automatically" documentation "You define the number of restarts by setting the RestartMax property in a Node Manager startup.properties file."
But setting the restart arguments RestartMax, RestartInterval and RestartDelaySeconds in the startup.properties file of the managed server (server_name/data/nodemanager/startup.properties) do not take effect after the managed server is restarted from AdminConsole.

For instance, RestartMax is set to 4 in server_name/data/nodemanager/startup.properties.
