UCP 19.15.0.0 Gives Wrong Connection Count From UCPSTAT (Doc ID 2899656.1)

Symptoms

After upgrading from Oracle Universal Connection Pool (UCP) 12.2.0.1.0 to UCP 19.15.0.0, the method getPeakConnectionsCount from ucpstat is returning 0 instead of 1.

It is expected to return 1 in this case.

If there are 10 connections, it returns saying there are only 9. So, it is one lower than it should be.
