Can't Access WebLogic Admin Console After Applying July 2022 PSU Patch 34236279 (Doc ID 2899715.1)

Symptoms

On WebLogic 12.2.1.4.0 version, after applying WLS 12.2.1.4 July 2022 patch 34236279, Admin server start successfully but can't access the Admin console, get below error in the browser and Admin server log.

 April 2022 WLS patch 34012040 don't have this issue. The issue has been introduced in July 2022 patch 34236279
