prioritize Rule Execution In User Authentication Activity (Doc ID 2899771.1)

Goal

How can we prioritize rule execution in User Authentication Activity or Custom activity? Like for rule1 risk score is 500(risk is low challenge with Q/A) and for rule 2 risk score is 700(Risk is medium challenge with OTP/TOTP), which one will be executed first ? If rule 2 executed first what about the Rule1 action? Or do we evaluate all the rules configured & calculate the risk score & act?
