Oracle Identity Governance (OIG) Creating A New Certification Job Error: "SQLException: Transaction rolled back" (Doc ID 2900105.1)

Symptoms

Could not create a new certification job automatically after the certification definition was created.

After Oracle Identity Manager (OIM) creates the certification definition, it asks "Would like to create the certification job based on the definition and run it now?". 

When "yes" is selected, OIM takes couple of mins and throws an error to "Contact system administrator'.

When "No" is selected and the job is manually created from the scheduler, running the scheduled jobs are successful.
