Published Assets Not Showing Changes in Destination (Doc ID 2900113.1)

Symptoms

Published changes are not appearing in the destination environment.

The sites.log on destination shows an error towards the end of the publish session:

[ERROR] [] [oracle.wcsites.satellite.cache.flush] [tid: <tid>] [userId: <anonymous>] [ecid: <ecid>] [APP: sites] [partition-name: DOMAIN] [tenant-name: GLOBAL] Flush server flush failed - login failure

Manually clearing the cache on destination fixes the problem.
