Symptoms
A custom shutdown hook is not running and in fact is getting overriden by something in the 21c UCP driver. As a result connections are closed prematurely and the custom hook is never fired.
Because of this, the custom application fails to shutdown gracefully: during shutdown, interaction with the database may be required, but it is not possible, because the UCP driver closes all connections independently in parallel thread.
