Error "Workflow Service Engine not ready. SOA server is still starting." shows up in the logs (Doc ID 2901846.1)

Symptoms

While restarting a BPM domain, the following error shows up in the log:
< exception.code:30132
exception.type: ERROR
exception.severity: 2
exception.name: Workflow Service Engine not ready. SOA server is still starting.
exception.description: Could not obtain instance of Workflow Service Engine as the SOA server is still initializing. This exception could be due to an external application like Task form registering to SOA server before SOA server is ready.
exception.fix: Wait for SOA server to finish starting up, and retry.
