Imaging Input Agent Is Failing To Import Documents And Getting Error "Failed to read wsdl file - Connection refused" (Doc ID 2902779.1)

Symptoms

Input agent is failing to process input files successfully into Imaging. All inputs fail with the following error:

TCM-00787: A repository error occurred.
Content item 'IPM_XXXXX' was not successfully checked in. The primary file does not exist.

The following error is reported by the repository: javax.xml.ws.WebServiceException: Could not determine wsdl ports. WSDLException: faultCode=PARSER_ERROR: Failed to read wsdl file at: "http://<UCM_Server_Name>:4445/idcnativews/IdcWebLoginPort?WSDL", caused by: java.net.ConnectException.: java.net.ConnectException: Connection refused
