Oracle Identity Manager (OIM) - Oracle Access Manager (OAM) Integration Is Not Redirecting Users To Change Password At First Login (Doc ID 2902855.1)

Symptoms

Customer is experiencing an issue with functionality related to password change on first login and password change after a reset performed by an administrator.

They have checked that the system property XL.ForcePasswordChangeAtFirstLogin is set to true and have also checked that the users after password reset has the usr_change_pwd_at_next_logon attribute enabled.

However, in neither case is OIM redirecting to password change for the users when they connect to the OIM console.

No error messages in the OIM logs when users access the user console.
