Error Running WCS 11g To 12c Upgrade Assistant

Symptoms
On : 12.2.1.4.0 version, WebCenter Sites
When attempting to running the upgrade assistant for upgrading WCS 11g to 12c, during which customer encounter the following error.
ERROR

"UPGAST-00328: The schema version registry table does not exist on this database.
Cause: The schema version registry table does not exist, because the required 12c schemas, such as the new Service Table schema, have not been created by RCU.
The registry table must exist in order to run Upgrade Assistant.
Action: Create the required 12c schema using RCU before running the Upgrade Assistant. Refer to the upgrade planning guide for the list of required schemas for this release."
