When attempting to convert forms from an older version to 12c via the frmplsqlconv, it fails with the following error.

A fatal error has been detected by the Java Runtime Environment

Steps to reproduce:

The issue can be reproduced at will with the following steps:

1. Log on to the server.

2. Go to the directory containing file frmplsqlconv.bat, e.g. $DOMAIN_HOME\config\fmwconfig\components\FORMS\instances\forms1\bin.

3. Execute a command like below:
