Reports Service Fails to Load with Emergency Error and STUCK Threads in WebLogic Server Log (Doc ID 2904587.1)

Symptoms

The Reports server has been working properly for a long time. But recently the following error shows up in the browser when accessing /reports/rwservlet/showjobs:

 

The server log logs the following error corresponding to the access:

 

Clearing DOMAIN/servers/SERVERNAME/tmp and DOMAIN/servers/SERVERNAME/cache is not helping.
