OWSM - Repeating Message Trace Dumped In Diagnostics.log When Wls-metrics Application Gets Accessed

Symptoms
While running wls-exporter which has no OWSM policies, it was observed that oracle.wsm.agent.handler.jaxrs.RESTJeeResourceFilter is writing many NOTIFICATION messages to diagnostic log every time the http://:/wls-exporter/metrics page is accessed.
The message being wriitten repeatedly to the diagnostic log is:
