ODI startscen.sh Executions Take Longer to Start after Upgrade from 10g to 12c (Doc ID 2906703.1)

Symptoms

After upgrading Oracle Data Integrator (ODI) from version 10g to 12c, executions initiated by a third-party scheduler delay about 20 seconds before initiating the session. The same behavior was confirmed when manually executing the startscen.sh script outside of the third-party scheduler.
