Using FSAL Mode Fails to Start Forms Application after Patch 32509607 (Doc ID 2906780.1)

Symptoms

After applying Patch 32509607 on the Forms Server, using FSAL mode fails to start the standalone forms application on the client machine.  The exception will go away and FSAL will work if one does a rollback of Patch 32509607 on the Forms Server.
