Symptoms

After 2022 Q4 security patches (include patches for WebCenter Sites 12.2.1.4.221017, Weblogic, FMW Thirdparty, RDA, ADF, OPSS, Coherence), management server cannot publish to delivery server anymore.  The publish status icon show RED light.
