Applying Patch Fails with the Error "NApply was not able to get the list of patches to apply" (Doc ID 2907316.1)

When trying to apply one-off to FMW 12.2.1.4, it fails with the below errors:

Running "opatch lsinventory" completes but does not list any patches installed.
