Symptoms

Oracle Data Integrator (ODI) patches recommend applying the most recent OPatch 13.9.4.2.x branch before applying the ODI patch.

When applying the most recent OPatch (via Patch 28186730) on a Windows system for use with Fusion Middleware (FMW) and Oracle Data Integrator (ODI) 12.2.1.4, it fails with an error.
