IO Error: Invalid Operation, NOT Connected After Database Migration to Linux Server (Doc ID 2910414.1)

Symptoms

After migrating an Oracle 19.15.0.0 database to a new server with Linux Red Hat 8.6 operating system, applications using Hikari connection pool are having timeout problems or failing with IO errors such the following:

"HikariPool-1 - Failed to validate connection oracle.jdbc.driver.T4CConnection@1e8c545b (IO Error: Invalid Operation, NOT Connected). Possibly consider using a shorter maxLifetime value."}

The database alert log reports TNS-12535 / ORA-12535: TNS:operation timed out
