Report ORA-1017 on Weblogic with Correct User/Password (Doc ID 2911484.1)

Symptoms

When using Weblogic JDBC connection pool, Weblogic started successfully without ORA-1017 error.
After running for a period of time, when Weblogic tries to create a new JDBC connection, it reports ORA-1017.
There are no user/password changes on either Weblogic or the database.
The problem disappeared after restarting weblogic.
