OUD12c - Issue Initializing Suffix During Replication Gateway Installation/Configuration with Error: "There are no base DN's replicated in the server." (Doc ID 2912065.1)

Symptoms

During Replication Gateway installation/configuration, the 'dsreplication pre-external-initialization ...' step errors with

There are no base DN's replicated in the server.
The following base DN's are not replicated:
<SUFFIX>
Before being able to replicate the contents for a given base DN, a suffix
associated with the base DN must be defined in the server, you can use the
command-line 'manage-suffix' to create the suffix

The manage-suffix output shows a suffix present, however it is listed as 'Not Replicated'

Reading Configuration ..... Done.

What do you want to do?

  1) Create Suffixes
  2) Delete Suffixes
  3) Update Suffixes
  4) List the Suffixes

  q) quit

[1] You can update the integration using the 'manage-suffix update' sub-command.
