Symptoms

When creating a domain for 12.2.1.4 infrastructure, the ADF libraries are shown as having version "12.2.1.3.0" but "12.2.1.4.0" is expected.
The next screenshot shows the deployments page in WebLogic console and ADF libraries showing version this earlier version.

How is it possible to install the 12.2.1.4.0 version of ADF libraries?
