When Batch Runtime running on Japaese locale, artjesadmin with any command output following error message.

NLS:4: Cannot open message catalog JESCMD_CAT, set 1, num 33; check JESDIR=/TUXEDO/art12.2.2.0.0/Batch_RT, LANG=ja_JP.UTF8
