When trying to run the IdcAnalyzer command line tool on a new Webcenter Content server, getting below error message:

Unable to initialize the application. Error:
Failed to initialize. Unable to initialize the system provider 'SystemDatabase'. The decryption key for category 'db' and encoding type 'managed' is missing.
