ODSEE to OUD12c Migration - Solaris LDAP Client with PAM and Grace Login Failing with "Result Code: 19 (Constraint Violation)"

Symptoms
Solaris 11.4 LDAP Client using PAM issue against OUD 12.2.1.4. This is needed to be able to successfully migrate from ODSEE. The PAM configuration is the exact same going from ODSEE or OUD and the same behavior is expected from OUD as it worked with ODSEE.
However, when handling the "grace login" (to change the user password without the admin intervention) the functionality with OUD does not work.
While with ODSEE changing user password works, in OUD is failing with this error:
Result Code: 19 (Constraint Violation)
Additional Information: You must change your password before you will be allowed to request any other operations
