Oracle Access Manager (OAM) WLS Server Running But Default Port Is Not Listening On oam_server After Applying Patch (Doc ID 2917153.1)

Symptoms

After patching the OAM, the managed server was coming up to running but the oam.proxy listener component (the piece that webgates connect to ) was not coming up.

Verified by observing these messages in the Weblogic console:

the following error messages upon activation of changes.
* Error An error occurred during activation of changes, please see the log for details.
* Error java.lang.ClassCastException: oracle.security.am.foundation.entity.admin.provider.db.beans.EntityAttributeTypes cannot be cast to oracle.security.am.foundation.entity.admin.provider.db.beans.EntityAttributeTypes
* Error oracle.security.am.foundation.entity.admin.provider.db.beans.EntityAttributeTypes cannot be cast to oracle.security.am.foundation.entity.admin.provider.db.beans.EntityAttributeTypes
