Loopback SAML Federation in DCC Environment Fails With System Error (Doc ID 2918952.1)

Symptoms

When attempting to perform a loopback federation with DCC (Detached Credential Collector) tunneling the user receives a system error...this can occur on access of the testspsso page (if used) or after entering credentials.  An error similar to the following may appear in the OAM diagnostic log:
