"Internal Error" Reported When Accessing Link to a Folder with Comma in its Name

Symptoms
Create a folder in the Documents page (Content Manager task flow) in WebCenter Portal with a comma in it's name. For example:
"Triage, Test and Validate"
Access the folder and verify user is able to navigate into it.
Retrieve a link to the folder. It will look similar to this:
<HTTP>://<SERVERNAME>/webcenter/portal/wccmain?fFolderGUID=<GUID>
Access the above link in the browser, INTERNAL ERROR message is reported to the user.
Following error is reported in the Portal Server log:
