Symptoms

ACTUAL BEHAVIOR
---------------
JDeveloper 12.2.1.4 will only start with administrative privileges after applying patch 34535558. When running JDeveloper normally the loading splash screen appears for about 1 second and closes silently.

When set to run as administrator it completely loads normally but of course, does not have access to any network drives that the user account has. This happened after applying <patch 34535558>.

EXPECTED BEHAVIOR
-----------------------
JDeveloper should run fine with normal user
