HTTP Error "501 Not Implemented" Seen in JAX-RS (Doc ID 2924185.1)

Symptoms

When a request using the PATCH method is sent to JAX-RS, it returns an error "501 Not Implemented." The same method is successful when performing a local test using JDK 8.
