Unable to Access WebCenter Enterprise Capture Dc-console Using an SSL Port

Symptoms
SSL must be enabled for Capture server so that OAuth2.0 can be enabled to import documents through email using oultlook.office365.com. The certificates have been imported into keystore and enabled SSL port 16401 for the Capture server, but cannot access it on https://server:16401/dc-console.
Port 16401 is active and listening on server.
When attempting to log into https://server:16401/dc-console, the connection just times out and never goes to the page.
