Symptoms

In a cluster of two nodes, only one managed server member of the cluster suddenly fails to start with JPS-03027: PDPService service instance failed during initialization due to lack of grant.

The other member of the cluster successfully starts.

The files system-jazn-data.xml and weblogic.policy in use by each node, the failing one and working one, are identical, there is not differences.
