Missing DLL Error While Starting JDeveloper (Doc ID 2925807.1)

Symptoms

When trying to start JDeveloper 12.2.1.4.0 with a regular user, a missing DLL error shows up.

The DLL has been placed properly in the path mentioned in the error, but it still does not work.

ERROR
-----------------------
Unable to launch the Java Virtual Machine
Located at path:
C:\<PATH>\msvcr100.dll

The error does not show up if connected as Admin user.
