After applying OID BUNDLE PATCH 12.2.1.4.221222 the following issues were observed:

Opatch apply log shows below error which matches the symptoms in Doc ID 2924213.1 and hence below patches were applied.

DB Client 19c Installer: Patch 34761383.
OSS 19c BP: Patch 35018518 ( as was released on Feb-03-2023)
