WLST SAML Issuer Token File Is Not Getting Created In FMW Domains (Doc ID 2926565.1)

When attempting to use wlst to create a custom saml issuer token, the following behavior was observed. The token is getting created successfully since the token could be seen in /em also. But the issuer token file is not getting created in the file system [$DOMAIN_HOME/config/fmwconfig/owsm/store/owsm/ISSUERTOKEN] even after a whole restart of the domain.

As the file is not getting created, the webservice invocations are failing with the error "invalid issuer token".

Only when the domain was updated using Oracle WebLogic Deploy Tool (WDT), then the saml issuer token file is getting created. Once the saml token file is present in the location [$DOMAIN_HOME/config/fmwconfig/owsm/store/owsm/ISSUERTOKEN] the webservice invocation is working without any issues.
