404 Error - ORDS 22.X Fails to Run APEX 22.x URL (Doc ID 2926610.1)

Symptoms

When running the APEX URL, the following issue occurs:

https://host/ords ---> Fails with a 404 error

https://host/ords/default ----> Displays the APEX page.

Changes

ORDS was installed into a 19c database first and then APEX was installed.
