Symptoms
Step-up authentication fails if UserAuthenticationPlugin is used and the Challenge Parameter "initial_command=NONE" is set in the higher level Authentication Scheme.
- Steps to Reproduce
<RESOURCE_1> is protected by a level 2 Authentication Scheme
<RESOURCE_2> is protected by a level 3 Authentication Scheme where initial_command=NONE was applied
1. Access http(s)://<hostame>:<port>/<RESOURCE_1>
2. Log in
3. Access http(s)://<hostame>:<port>/<RESOURCE_2>
