Symptoms

Cannot start WLS_FORMS managed server.

New installation of FMW Forms 12c.
startManagedWebLogic.sh WLS_FORMS <ADMIN_SERVER_URL>   -  not starting up WLS_FORMS managed server.
No errors, it just doesn't startup WLS_FORMS listening on the default port.
