UCP Shard Connection Statistics Incorrect After Connection TTL Timeout (Doc ID 2928434.1)

Symptoms

When connections are reclaimed by the pool after TTL Connection Timeout the connection statistics are are incorrect. Sometimes the the available connection count is negative or the borrowed connection count is never decremented.
