ORA-12170: TNS:Connection Timeout Occured (Doc ID 2928614.1)

Symptoms

When a user tries to connect to a DB via SQLPLUS from a remote server which has access to the DB server, following an error prompt, but the DB and listener are up and running and also the remote server is able to telnet to the DB server successfully. Please advise if any configurational change has to be done on the remote server side. (In the Remote server's installed Oracle_Client). For more clarification, please see attached screenshot.
