Goal

Fresh setup of OAM 12c Env and seeing an issue for OAM unprotected url's authorization response is showing attributes value as NOT_FOUND instead of empty.

Issue:

Set-Cookie: userID=NOT_FOUND; httponly; secure; samesite=none; path=/
acceptedTermFlag=NOT_FOUND;

Expected outcome:
userID=; httponly; secure; samesite=none; path=/
acceptedTermFlag=; httponly; secure; samesite=none; path=/
