SOA-INFRA not showing in EM console for two of the servers in clustered environment (Doc ID 2928767.1)

Symptoms

 Unable to see soa-infra two of the servers in clustered environment in EM -> Target Navigation -> SOA

There are 2 nodes with 2 managed server configuration on each.

Two of the servers are working as expected(SOA-INFRA can be seen in Target navigation).

For the two servers who have the issue, the following error is noticed in the logs:
