Oracle Identity Governance (OIG) 12c: Certification Is Not Generated For Custom Access Reviewers (Doc ID 2929079.1)

Symptoms

Trying to define custom access reviewers for user certifications by using the Out Of The Box (OOTB) table CERT_CUSTOM_ACCESS_REVIEWERS but it is not working if there are special characters.

More specifically trying to define rules on entitlement level utilizing the table's columns, it seems that when ACCOUNT_NAME column stores a value that contains an "at sign" symbol (@), such as for email, OIG is unable to generate the corresponding certification.
