SQL Developer Fails to Open or Is Slow to Start in Shared Environment After Antivirus Was Installed (Doc ID 2929096.1)

Users remotely log into Citrix's Zen Desktop environment, and lunch Oracle SQL Developer from there, but are reporting various issues:

1) there have been intermittent issues with slow launching.
2) it sometimes takes multiple attempts to get SQL developer to launch.
3) users are reporting that it won't launch at all.

Each user is using a separate O/S user for their connections.
Problems started happening after an antivirus was installed.
