Starting ORDS as a Service on Linux on port 443 Fails with "The Listen Port: 443 Is Already In Use By Another Process" (Doc ID 2929728.1)

Oracle REST Data Services - Version 22.1 and later
Generic Linux

Symptoms

ORDS is starting in standalone mode on port 443 with command: "ords --config /etc/ords/config serve" 
Enabled ORDS for starting as a service with command "sudo systemctl enable ords".
When ORDS is started, the following can be seen in ORDS standard out log:


What is working
----------------
ORDS as a service starts normally with any port above 1024.
