Oracle JDBC Driver Hangs When There Is Network Failure (Doc ID 2929841.1)

Symptoms

Oracle JDBC Driver 21.4 hangs when there is a network failure, and the difference between query timeout and oracle.jdbc.ReadTimeout is greater than or equal to 1000 ms .
The application hangs, and the oracle.jdbc.ReadTimeout is not honored. If the difference between the query timeout and oracle.jdbc.ReadTimeout is less than 1000ms, then the issue does not occur, and the oracle.jdbc.ReadTimeout is executed as expected.
